There are two main sources for this Module’s Case. One is the excellent set of notes on “Management and Information Systems” http://www-users.cs.york.ac.uk/~kimble/teaching/mis/mis.html prepared by Christopher Kimble of the University of York. Don’t try to read the whole thing; rather, skim through it and pay particular attention to things that you don’t already know and that bear on IT management in the business context. The second is Carnegie Mellon’s Software Engineering Institute (SEI) Retrieved on May 17, 2010 from http://www.sei.cmu.edu/. They maintain a very extensive library of resources in areas dealing with project management and related topics. You are to go to their website and conduct a systematic scan of the materials they offer. Don’t try to read a lot of things in great depth; try to take in a broad picture of what they are trying to provide. As noted earlier, you should also use material from the Background Readings or related other materials you find yourself (be sure to reference properly whatever specific sources you draw on), as well as the PPR Wiki (please do remember the cautionary note about the use of wiki resources)

Case assignment expectations: Use information from the modular background readings as well as any good quality resource you can find. Please cite all sources and provide a reference list (use APA format) at the end of your paper. LENGTH: 3-5 pages typed and double-spaced. Your answer to the following question will be assessed: “Major organizational and institutional constraints on effective IT project management” In answering your question you may want to consider: What are reasonable kinds of restraints imposed on IT projects by management? What unreasonable restraints are sometimes encountered? Does it matter how much technical expertise top managers have in the area of information technology management in terms of the quality of their supervision of the process? To what degree should the project demand autonomy as long as its outputs are achieved? To what degree are the internal workings of the project a legitimate concern of management? Are there any things about information technology that make projects in this area particularly difficult in terms of their relationships to management? Are there any things about IT that make your work easier Despite its numerous and the manifest problems, what is there about project management that continues to draw people to it? And how is it that even people who have not had this course sometimes succeed at it, while even people who have had this course, present company excepted, of course, sometimes don’t? The following items will be assessed in particular: 1.Your ability to apply your understanding of complex issues involved in the case question. 2. Your support for assertions using examples, citations (use required readings), and elaboration to support assertions. Evidence that you have read the required background materials. 3. Description of how the general business climate and the regulatory environment conditions the project management.

4. Description of how overall business considerations limit or moderate the commonly accepted principles of effective project management under certain conditions. 5. Evidence of your thinking about the issues, and going beyond the obvious to develop an analysis reflecting your own critical thinking. (Note: This is discussed in Welcome Message and Module Home pages). Case Expectations, and Grading Criteria: Your paper will be evaluated on the following criteria (meeting minimum requirements is B performance):Complete the Case assignment, demonstrating use of required materials. Minimum Length of 4-5 pages (since a page is about 300 words, this is approximately 600-900 words) Conducted evaluation and analysis as required Precision: the questions asked are answered. Clarity: Your answers are clear and show your good understanding of the topic. Breadth and Depth: The scope covered in your paper is directly related to the questions of the assignment and the learning objectives of the module. Critical thinking: Incorporate YOUR reactions, examples, and applications of the material to business that illustrate your reflective judgment and good understanding of the concepts
