Choose 2 historical periods that we have covered.  You will focus on the prevailing approach to the poor and vulnerable (‘human services’) and the multiple factors that shaped that approach.
For each period:
1.    Describe and explain the economic, social, political, cultural, and demographic forces that influenced the approach to the poor and vulnerable.

2.    Describe any legacy from the past (preceding historical periods) that affected the approach to the poor and vulnerable.

3.    How did prevailing views of human nature, of the poor and vulnerable, of individual or collective responsibility influence how human services were conceived and constructed?
4.    Describe the human services of the period.
·         Methods and common practices.  Who are the providers?
·         Kinds of benefits provided.  Rationale for them.
·         Relevant laws and regulations.
·         Were services voluntary or coercive?  Which needs were targeted? Which groups were deemed worthy of service?  Those not, kinds of vulnerability/impairment not addressed.
·         Assess which groups’ interests in the larger society were being served by way human services were conceived and constructed during this period.

2.    Select 1 historical period (that has not been selected in the preceding assignments) and the other the present (contemporary).
3.    For each period:

·         Describe economic, social, political, cultural, and demographic factors that affected how services for this group were shaped.
·         What was the prevailing societal view of your group in general and of their vulnerabilities in particular?
·         Describe any legacy from the past (preceding historical periods) that affected the human services approach to your specialized group.
4.  Describe the human services as it relates to your group in this period.
·         Methods and common practices.  Who are the providers?  What kinds of benefits are provided?  What are they intended to achieve?
·         What are the relevant laws and regulations?
·         Are services coercive or voluntary?  Needs addressed/for what purpose?  In whose interest?  Those worthy of service/those not.  Specific vulnerabilities not considered.

1.  Length of papers as designated for each assignment.
2.  All papers have to be typed.

•Double spaced with l” margin. 
•First page must contain topic, student’s name, date, course title, instructor’s name. 
3.  All papers must meet college level writing standards for organization, clarity, grammar, etc.
